No, this position actually exists. More formally it is called “systemic racism.” Many articles on it, charities to combat it. It is really an active idea. And it has some merit. There are practices that hit, say, blacks harder. But it fails when used to negate new forms of racism, ones that are putting new systemic problems in place.
